Biography

Ivy advises clients on a broad range of trade and customs matters, including cross-border supply chain strategies, customs valuation and classification, use of free trade agreements and special customs areas, import and export restrictions, export control and sanctions, trade remedies, customs audit and controversies, and other domestic regulatory issues. Ivy also advises on indirect tax issues and is well versed in tax and supply chain planning.

Ivy has broad regional experience, having previously worked at Baker McKenzie’s Kuala Lumpur and Hong Kong offices, prior to joining the Singapore office.

Representative Legal Matters

  • Advised a public pension fund on the potential sanctions compliance risks arising from its intended lending and investment activities, including to propose risk management approach, mitigation steps and contractual terms to address identified risks.
  • Assisted an oil refinery company in conducting sanctions and export control compliance risk assessment, setting up compliance programme and compliance procedures, as well as providing trainings to employees with respect to their compliance obligations and responsibilities.
  • Advising a large multinational conglomerate involved in electronic payments and multimedia services on its compliance obligations and strategies to comply with global sanctions laws (in the US, EU, Singapore and China) which may be applicable to a range of business activities carried out across the globe.
  • Assisted a US technology company in a major voluntary disclosure exercise with respect to export control non-compliances involving large a volume of export shipments and advised on the corrective steps and mitigation strategy to facilitate future export permit application.
  • Advised a US data center service provider in respect of export control considerations relevant to the access and use of controlled technology stored in data centre located in Singapore.
  • Assisted a US technology company in setting up export control compliance programme in Singapore, including to draft compliance policy which is required for the purposes of bulk permit application for exports of strategic goods out of Singapore.
  • Advised various multinational companies on compliance with the Singapore export control and customs law, including the applicability of permits, permit options available and corrective measures in the event of non-compliance.
  • Advised a Fortune 500 company on customs compliance considerations and strategies with respect to the movement of goods in and out of Singapore through its e-fulfilment hub.
  • Advising various automotive manufacturers on relevant customs valuation considerations arising from adjustments made to intercompany prices, as well as licensing and warranty fees for vehicles imported into Singapore.
  • Advised a major e-commerce company on the customs valuation approach for goods imported into Singapore under various transaction flows for alignment with the applicable transfer pricing approach.
  • Assisting a US automaker in the regional duty optimization planning for its Asia Pacific supply chain which involves the manufacturing of goods in a number of South East Asian countries for supply across Asia Pacific, including to advise on strategies for complying with the local content requirement under the relevant FTA's rules of origin.
