Biography

Gavin has extensive experience in drafting and negotiating engineering, construction and consultancy contracts, including on major infrastructure, mining and processing projects. He has acted for government departments, owners, financiers, consultants and contractors. Gavin also has extensive experience in advising on construction disputes and dispute resolution proceedings.

Representative Legal Matters

Civil Construction Projects

  • Advising Saudi Binladin Group Company Limited on construction aspects of the King Abdullah Financial District, Riyadh, Kingdom of Saudi Arabia.
  • Advising Saudi Binladin Group Company Limited in relation to the QAR 4.2 billion construction contract for major infrastructure works relating to Lusail City, including the Lusail Plaza infrastructure, light rail transit station, public car parks and landscape works, being executed by QD-SBG Construction WLL, Saudi Binladin Group Company Limited's joint venture with Qatari Diar.

Industrial Projects

  • Advising engineering client on a carbon capture project in the Eastern Province of Saudi Arabia;
  • Acting as lender’s legal counsel for the lenders to a consortium in relation to financing for the construction and operation (under a BOOT scheme) of a major new sewage treatment plant in Saudi Arabia.

MENA Power Experience

  • Acting for an international consortium bidding to the Saudi Government for the finance, design, construction and operation of the Taiba and Qassim CCGT power plants.
  • Advising a consortium member on the Red Sea Development Utilities Concession Agreement.

Rail Projects

  • Advising a Saudi rail contractor in relation to a consortium agreement for the Haramain High Speed Railway Project, Kingdom of Saudi Arabia.
  • Acting for a consortium of contractors in relation to the Doha Metro Project, State of Qatar and the Riyadh Metro Project, Kingdom of Saudi Arabia.

Constructions Disputes

  • Advising a project owner in relation to disputes on a SAR 1.5 billion school project in Riyadh.
  • Advising an international contractor in relation to COVID-19 related disputes with Saudi Aramco.
