Biography

Pamela Mafuz is a counsel in Baker McKenzie’s Madrid office and leads the Global Immigration and Mobility practice within the Employment Department, a practice she implemented back in 2000.

She is a member of the global steering committee for her area, representing the Firm’s European offices, and has more than thirty years of experience in Spanish immigration law, as well as in employment and social security matters associated with international mobility. Before joining Baker McKenzie, she led the immigration practice at a consultancy firm for nine years. She also lectures in postgraduate programs at the Universidad Autónoma de Madrid and the Universidad Carlos III, and regularly participates as a speaker in specialized forums.

Practice Focus

Pamela advises multinational companies on the full management of immigration and global mobility projects, including expatriations, impatriations and the relocation of employee groups. Her experience includes coordinating multi‑jurisdictional labor and immigration projects, acting as a single point of contact for companies relocating personnel from Spain to other countries or viceversa.

She also provides guidance on corporate mobility policies, immigration and social security compliance, and complex administrative procedures. In addition, she complements her practice with pro bono work on international projects focused on the protection of migrant children.

Representative Legal Matters

  • Advised a leading Ukranian/US telecommunications company regarding the immigration strategies for its Russian and Ukrainian personnel affected by the Russia/Ukraine conflict so that they could move to Spain and obtain the relevant work/residence permits. The project involved processing a very significant number of permits for the client.

  • Advised Cosmocel in close coordination with its HR team on immigration, employment and, where required, corporate compliance matters arising from the cross‑border movement of executives and managers between the United States, Brazil, Spain, Chile and Mexico. Our work includes aligning each assignment with the company’s business objectives, providing a single‑point‑of‑contact solution across all jurisdictions, and developing mobility strategies that are compliant, practical and business‑oriented, ensuring immigration support that fully meets labor and regulatory requirements.

  • Advised several international clients, including major US- and UK-based production companies, on multiple high‑budget audiovisual projects. Our work covered cross-border productions requiring multidisciplinary support —tax, employment, immigration and commercial— as well as the structuring of production vehicles and the negotiation of agreements with local partners across jurisdictions.

  • Advised a major international media and events company on its Brexit readiness plan, including staff communications, Town Halls and webinars across the UK and EU. Our work included guidance on the EU Settlement Scheme, key implications for EU nationals in the UK and UK nationals in the Netherlands and Spain, and nationality‑specific issues, supported by follow‑up Q&A and coordinated multi‑jurisdictional advice.
