Lisset Covarrubias-Rosales
Biography
Lisset Covarrubias is a junior associate in Baker McKenzie's Energy, Mining & Infrastructure Practice Group in Mexico City. Since 2021, and over four years in practice, she has been advising national and international companies on energy, infrastructure and finance projects.
Practice Focus
Lisset advises on the development, construction, operation and maintenance of energy and infrastructure projects, with a focus on regulatory and financing matters in the electricity and hydrocarbons sectors. Her experience includes government contracting, and legal and regulatory support for oil, gas, petrochemical and power projects.
Representative Legal Matters
- Advised and represented Mexican and foreign companies for energy and infrastructure projects before Mexican authorities, such as the Ministry of Energy, the National Energy Commission, the National Energy Control Center and the National Hydrocarbons Commission.
- Advised and represented foreign clients to develop electricity power projects, operate oil and gas and petrochemicals projects in Mexico.
- Advised and represented BP Mexico and Castrol Mexico during a secondment (2023-2024) over the regulatory overview of the oil refined fuels market in Mexico and process to secure permits for importation, storage, distribution, and trading of gasoline, diesel, in Mexico, including advice in quality specifications.
- Advised and represented clients for the obtention of export and import prior permits before Ministry of Energy.
- Advised and represented foreign companies to request authorization for the transfer of interest in a Hydrocarbon Exploration and Extraction Contract before the National Hydrocarbons Commission.
- Advised and represented Mexican and foreign companies in the negotiation of power energy contracts with the Federal Electricity Commission and other qualified suppliers in the electricity sector for the procurement of electrical energy.
- Represented clients in the draft and negotiation of power agreements, as power generators, power traders and final users.
- Advised and represented Banobras on the financing of 1.4 billion pesos granted together with Nacional Financiera, S.N.C., I.B.D. to Mota-Engil México, S.A.P.I. de C.V., for the development of construction works related to the Maya Train Project - Section I, Palenque - Escárcega.
- Advised and represent companies in the financing of infrastructure projects.
