Bryan Bloom
Biography
Bryan L. Bloom is counsel in Baker McKenzie’s Global Competition & Antitrust Practice Group in New York. He advises clients on complex antitrust and competition matters, drawing on nearly two decades of experience across private practice, government enforcement, senior in-house antitrust leadership, and academia.
Prior to joining the Firm, Bryan served as Senior Associate General Counsel at UnitedHealth Group, where he was the company’s principal antitrust expert counseling executive leadership on global antitrust and competition matters. His work included government investigations, mergers and acquisitions, litigation, and compliance. He also advised corporate development teams on strategic transactions and antitrust regulatory approvals, led antitrust compliance initiatives across UnitedHealth Group, UnitedHealthcare, and Optum, and managed relationships with state and federal competition authorities.
Previously, Bryan spent a decade as Senior Enforcement Counsel and Assistant Attorney General in the New York Attorney General’s Antitrust Bureau. He led significant antitrust investigations and litigations, including multistate matters coordinated with the DOJ and FTC. His work included major cases involving Live Nation, Google, the NCAA, and Martin Shkreli; complex merger investigations across a range of industries; and significant labor-market investigations involving no-poach and other competitive restraints. He is a three-time recipient of the New York Attorney General’s Louis J. Lefkowitz Award, the highest honor awarded to an Assistant Attorney General.
Bryan also taught antitrust enforcement at NYU School of Law and Columbia Law School, and practiced at other international law firms.

Representative Legal Matters
Prior to joining the Firm, Bryan advised on the following matters:
- Led antitrust strategy for UnitedHealth Group subsidiary Surgical Care Affiliates, in putative class-action litigation alleging no-poach and wage-suppression agreements, resulting in denial of certification of a proposed class of more than 6,000 healthcare employees.
- Led antitrust strategy for Optum Financial in connection with its USD 3 billion acquisition of Alegeus Technologies, a healthcare technology platform providing consumer-directed healthcare account administration.
- Led multistate monopolization litigation against Live Nation while at the New York Attorney General’s Office; the case subsequently resulted in a jury verdict finding Live Nation liable on all counts.
- Managed New York’s team in joint federal and multistate monopolization litigation against Apple.
- Co-led litigation challenging NCAA transfer and name, image, and likeness restrictions, obtaining permanent injunctions in both cases.
- Co-led multistate monopolization litigation against Google, culminating in a USD 700 million settlement.
- Co-led New York’s team in high-profile multistate and FTC pharmaceutical antitrust litigation against Martin Shkreli, resulting in a lifetime pharmaceutical-industry ban and USD 64 million in disgorgement.
- Led investigations of no-poach agreements in the building-services and title-insurance industries, resulting in settlements that restored competition and secured millions of dollars in penalties.
- Led numerous merger investigations across a range of industries, resulting in divestitures, settlements, or abandonment of proposed transactions.
- Represented Siemens in connection with its USD 2.8 billion acquisition of Invensys’ railway division.
- Represented Hachette Book Group in DOJ’s e-books investigation and litigation and related follow-on litigation.
- Represented UFC in connection with its acquisition of a rival mixed-martial-arts company, resulting in the FTC closing its investigation.
- Represented Google in connection with its USD 700 million acquisition of ITA Software.
