Mushri is a qualified lawyer in Saudi Arabia and has more than 10 years of legal experience in providing advisory support to government agencies on matters related to Saudi law, project development, and privatization. He is distinguished by his experience in privatization processes, its work, and its legislative requirements, as he was part of the founding team of the National Center for Privatization. The Center focused on setting the legislative environment for the system, and also worked on a large group of major privatization deals that set the most important precedents in privatization processes.

Representative Legal Matters

  • Leading the process of privatizing mill companies (first, second, third, and fourth), which represents the most complex asset sale process in the Kingdom because it combines the characteristics of asset sales by structuring mill assets into four companies and transferring their ownership to the private sector, and the characteristics of partnership between the public and private sectors through finding a mechanism to protect the four milling companies from some of the measures that the government may take that affect the companies’ profitability and the resulting compensation.
  • Led the process of privatizing Al-Ansar Hospital in Medina in partnership between the public and private sectors in preparing preparatory studies, obtaining the necessary approvals and exceptions, offering procedures, and drafting contracts. This project is considered one of the most important precedents followed in drafting privatization contracts.
  • Supported in developing the legislative and regulatory environment for the privatization system by providing studies and systematic and practical analysis to the Center in preparing the privatization system, its executive regulations, and the tools that were issued based on the privatization system.
  • Provided legal support in preparing studies, tender documents, and contracts for public bus transportation projects in several cities in the Kingdom.
