In brief

On 5 September 2025, the federal government published the Sectoral Program for Anti-Corruption and Good Governance 2025–2030 ("Program"), a strategic planning tool that, among other things, seeks to modernize the Federal Public Administration (APF, for its acronym in Spanish), prevent corruption and impunity, strengthen transparency, etc.

The Program derives from the General Thrust I of the National Development Plan 2025–2030: "Governance with justice and citizen participation"; it obeys to Mexico's international commitments and establishes the actions that the Anti-Corruption and Good Governance Secretary will implement to meet its objectives.

Program pillars

The Program adheres to the federal government's new strategy, which seeks development based on people's well-being through a "direct" fight against corruption and aims to improve government management. To this end, the Program is based on 10 pillars, from two approaches:

1. Good governance:

a. Enhance the dignity of public service careers through integrity and training.

b. Provide preventive support to institutions and protect priority programs and strategic projects.

c. Modernize the APF to inhibit corruption and make its performance more efficient.

d. Consolidate transparent public procurement processes at fair prices with environmental sustainability.

e. Proactive transparency.

f. Engage society and the private sector in the fight against corruption.

2. Anticorruption:

a. Focus internal control bodies on issues of greater impact and relevance.

b. Strengthening the culture of reporting.

c. Conduct investigations to deter corruption.

d. Combat impunity.

Program objectives

a. Modernize the APF, consolidating an honest, austere, and efficient government. Commitment to public service as a key to preventing corruption.

b. Incorporate a model of corruption prevention and oversight to eradicate impunity.

c. Strengthen ties and shared responsibility with society and the private sector to prevent corruption and impunity.

d. Strengthen mechanisms for access to information, transparency, and good governance practices in the APF to combat corruption.

Recomendations

Although the Program applies to public entities, private parties should strengthen their internal policies to encourage and contribute to comply with the guidelines established in the Program. Therefore, we recommend the following actions:

  • Conduct risk analyses focused on the region in which companies operate, the industry or sector in which they carry out their activities, contact with public service, number of employees, etc.
  • Review, update, and/or strengthen internal anti-corruption policies so that they are aligned with the principles of the Program.
  • Strengthen mechanisms for detecting and preventing public and private corruption, with mechanisms for internal reporting and reporting to the relevant authorities.
  • Train employees in the entities' internal policies and applicable legislation, emphasizing the dichotomy of corporate responsibility independent of the responsibility of individuals.
  • Follow up on the implementation of the Program.
