In brief

On 19 June 2026, the Swiss Federal Council published two important tax policy initiatives that together provide a clear indication of the future direction of the Swiss tax system:

  1. The report in response to Parliamentary Postulate 23.3752 (“Remaining Attractive, Securing Public Finances: Switzerland Needs a Long-Term Tax and Competitiveness Strategy”), which outlines the Federal Council’s strategic vision and options for maintaining Switzerland’s attractiveness as a location, especially for businesses in a post-Pillar Two environment.
  2. A separate consultation package on administrative relief measures for businesses, containing concrete proposals to simplify compliance obligations relating to VAT, withholding tax and stamp duties.

The Postulate report from the Federal Council proposes no immediate, concrete legislative changes, but it is the most detailed public statement so far on the challenges facing Swiss tax policymakers and the areas under investigation for reforming the Swiss corporate tax system. The horizon for such reforms is nevertheless set to 2029, by which time the Ordinance on the GloBE Minimum Tax is to be transposed into a Federal Act.

In the meantime, the consultation package contains concrete measures intended to reduce compliance and administrative burdens for all size of businesses in the near term.

Regarding multinational groups (MNEs), attractiveness policy measures investigated include:

  • Addressing issues arising from temporary and permanent differences between the Swiss corporate tax and GloBE basis, which may distort the GloBE Effective Tax Rate
  • Transposing the GloBE basis into Swiss corporate tax system, which would require the adoption of “true and fair view” accounting (such as IFRS, US GAAP or Swiss GAAP FER/RPC instead of existing Swiss Code of Obligation accounts) for the determination of the Swiss corporate tax basis (at least for entities in scope of the GloBE rules)
  • The introduction of substance-based, GloBE compliant incentives
  • Miscellaneous simplifications to the dividend withholding tax notification procedure and the issuance stamp duty regime
