Biography

Charles Weinstein is a partner in Baker McKenzie’s US Fintech & Payments practice, based in the Firm’s DC office.

Charles has significant experience advising banks, non-bank financial services companies, and technology companies of all sizes on a broad range of regulatory and commercial issues that arise in the payments, fintech, and consumer finance sectors. He has extensive experience in the areas of money transmission, electronic payments, e-commerce, digital wallets and stored value, virtual currency and digital assets, consumer credit, and other emerging payment and credit products.

Prior to joining the Firm, Charles was part of the fintech practice at another global law firm and previously served as Senior Legal Counsel at a large social media company, covering global legal and regulatory matters related to payments and digital assets.

Practice Focus

Charles helps clients navigate the complex and evolving legal landscape that regulates payments, credit, and fintech in the US, including state money transmitter, virtual currency, and lending laws, the Bank Secrecy Act/FinCEN regulations, EFTA/Regulation E, TILA/Regulation Z, as well as payment network and clearinghouse rules. He provides practical and strategic advice on all issues that span the lifecycle of a payments/fintech company, ranging from product and service structuring and day-to-day compliance, to licensing and other authorization processes, to regulatory engagement and the representation of clients before various regulatory agencies. 

Charles also assists clients with the structuring, drafting, and negotiation of various commercial relationships and transactions related to the offering of payments and consumer finance products and services. He also advises clients on investments, acquisitions, and sales of financial institutions and non-bank financial services companies.
