Biography

Su-Fen Chen is a partner in Baker McKenzie's Taipei office. She primarily focuses her practice on energy and infrastructure, as well as international commercial and trade compliance matters in relation to highly regulated industries, including defense industry. Su-Fen is highly proficient in providing legal advice on Taiwan government regulations and assisting clients in obtaining the necessary permits and licenses for their operations in Taiwan. Additionally, she is dedicated to supporting foreign investors in Taiwan's energy infrastructure projects and electricity markets. She also provides guidance on government procurement, offset programs, and operational issues encountered by foreign suppliers in defense industry, as well as on compliance issues with multinational corporate of industries of wide range and handling administrative litigation.

Su-Fen's practice focuses on renewable energy projects (energy and infrastructure); international commercial and trade (export control); dispute resolution (administrative litigation); and environmental law.

Representative Legal Matters

  • Advised several offshore wind farm developers on Taiwan's renewable energy legal regime; advised and assisted the participating developers on Taiwan's offshore wind farm planning and selection process; and advised the developers on the project permitting process.
  • Advised several solar power plant developers or sponsors regarding Taiwan's renewable energy legal regime and PPA qualifications and advised the developers on land issues and project permitting process.
  • Advised a global-leading data center operator on energy policies and regulations for its Taiwan operations.
  • Advised US-based suppliers in the defense industry on Taiwan's regulations with respect to government procurements, military procurement contracts, offset programs and ethical rules.
  • Advised foreign suppliers on import/export permitting requirements in relation to regulated military or dual-use equipment.
  • Advised several global-leading IT companies on trade compliance issues.
  • Advised a global-leading high-tech company on their fabrication site establishment.
  • Advised a multinational manufacturing company on land pollution issues and acted in negotiations for transaction related to the property.
  • Represented a coal-fired power plant in an administrative litigation regarding air emission permit.
