In brief
By means of Resolution No. 57/2026 (“Resolution”), the National Communications Entity (ENACOM, for its acronym in Spanish) updated the regime applicable to the homologation of telecommunications activities and equipment in Argentina.
In focus
Within the framework of Argentine Digital Law No. 27.078, ENACOM introduced updates to the homologation procedure applicable to telecommunications activities and equipment.
The update is aimed at aligning these procedures with technological advancements, the growing diversity of devices, and new marketing modalities, while incorporating criteria for administrative simplification and strengthening control mechanisms.
The main developments introduced by the Resolution include, among others:
- The approval of the Regulations of the Registry of Telecommunications Activities and Equipment (RAMATEL), which establish the principles, procedures, and provisions applicable to telecommunications equipment and their manufacturers, representatives, or importers. These regulations will enter into force on 1 September 2026.
- The creation of the Registry of Telecommunications Equipment Certification Agencies and the consequent approval of its regulations, whose main function is to administer a third-party certification system enabling the issuance of the Certificates of Conformity required in the homologation process.
- The approval of the Regulations of the Registry of Telecommunications Equipment Testing Laboratories, which set out the conditions for ENACOM’s recognition of Testing Laboratories, as well as the principles, procedures, and provisions governing the referred registry (previously known as the “Registry of Accredited Laboratories”).
- The continuation of current registrations with defined adaptation periods, establishing that existing registrations in the RAMATEL’s Equipment Registry will remain valid for three years from the publication of the Resolution, while recognized laboratories will retain their registration for two years, after which they must comply with the new regulations to avoid automatic deregistration. Meanwhile, registrations in RAMATEL’s Activities Registry will remain valid without the need for renewal.
- The issuance of registrations without an expiration date, replacing the system of periodic renewals with a scheme based on market surveillance, audits, controls, and potential sanctions.
The Resolution was published in the Official Gazette on 26 February 2026, and entered into force on the day following its publication in the Official Gazette.
