
Dr. Fabio Pascua Mateo, PhD
Biography
Fabio Pascua is an Of Counsel in the Corporate M&A department of Baker McKenzie in Madrid since 2023. He focuses on public law and commercial law.
He is also Clerk of the Cortes Generales (Spanish National Parliament) since 2001 and Full Professor (Catedrático) at the Complutense University of Madrid since 2022.
He has held several High Level Offices in Spanish Public Administration: from 2007 to 2013 he served as Secretary General of the Madrid Region Parliament; from 2013 to 2017, he was Chief Legal Officer of the CNMV (Spanish supervisory Authority for securities markets) and from 2019 to 2023, he served as Secretary General of the Governing Council of Madrid Regional Government; from 2021 to 2023 he added to the later Office that of Deputy Regional Minister for Legal Affairs of Madrid Regional Government.
He is author of eight books and more than fifty articles and twenty book chapters in international and national journals relating public and security markets law.

- Appeal of unconstitutionality against Royal Decree-Law 14/2022, of August 1, on economic sustainability measures in the area of transportation, in matters of scholarships and study aids, as well as measures for energy saving, efficiency and reduction of energy dependence on natural gas, in relation to the fixing of maximum and minimum temperatures and the limitation of the illumination of shop windows in business premises.
- Rebalancing procedures in health service concession contracts as a consequence of the regulation on free choice of doctor. Likewise, rebalancing in concessions as a consequence of the COVID-19 prevention measures.
- Legal advice and defense of the measures adopted by the CAM during the COVID-19 pandemic.
