Biography

Pasu Na Songkhla is a partner in Baker McKenzie’s Dispute Resolution Practice Group in Bangkok. He advises and represents clients in complex disputes involving government authorities, regulators and state entities, with particular experience helping domestic and multinational clients navigate legal and regulatory challenges arising from major infrastructure, energy, telecommunications and industrial projects.

Practice Focus

Pasu’s practice focuses on public law and regulatory disputes, with particular experience advising clients on contentious matters arising from interactions with government authorities and regulators. He represents clients in disputes involving public procurement processes, concession and licensing regimes, environmental approvals, and major infrastructure and development projects. His work frequently involves high-stakes challenges to government action, applications for interim relief, and parallel administrative, civil and regulatory proceedings across highly regulated industries.

Representative Legal Matters

  • Represented an infrastructure operator in administrative litigation relating to a USD 30 billion public transportation project in Bangkok, including challenges to procurement processes, bidding criteria and the termination of a tender process.
  • Represented a satellite operator in a high-value dispute with the national telecommunications regulator concerning licensing obligations, regulatory compliance, force majeure issues and enforcement of financial guarantees.
  • Represented a renewable energy developer in administrative proceedings brought by more than 200 claimants challenging a USD 100 million biomass power project on environmental and regulatory grounds.
  • Represented a leading power group in administrative disputes concerning power plant licenses, environmental approvals and town planning regulations, including challenges seeking to suspend project development.
  • Represented one of Thailand’s largest port operators in an administrative contract dispute relating to contested surcharges and penalties imposed by a governmental authority.
  • Represented a leading engineering services provider in administrative proceedings arising from government investigations concerning the importation of machinery and equipment for a gas separation plant.
