Luis Gandhi Lopez de la Luz Mendoza
Biography
Luis Gandhi López is a senior associate in Baker McKenzie's Mexico City Office. He is a seasoned legal professional with over 17 years of experience in tax litigation and controversy, including audits, conclusive agreements, administrative appeals, annulment trials before the Federal Court of Administrative Justice and strategic litigation, including direct and indirect amparo proceedings before Circuit Collegiate Courts (constitutional litigation). He has assisted companies in the recovery of CIT/VAT and provided tax consulting on these matters.
Gandhi's clients include multinational companies in the oil & gas, energy, pharmaceutical, retail, manufacturing, telecommunication, digital platforms & pharmaceutical industries, among others.
In addition to his practice, he taught as an assistant professor at the Universidad Panamericana for tax code and income tax law. Gandhi earned his Bachelor Degree of Law from Universidad Panamericana (UP).

- Advised and defended a major oil & gas company during an 8 year consecutive audit performed by tax authorities, in which the trial was avoided, during the audits and conclusive agreement procedures.
- Advised and defended an important telecommunications company in several audits performed by tax authorities, in which the trial was avoided, during conclusive agreement procedures.
- Defended a major oil & gas company in tribunals in which a royalty item was challenged by the tax authority, obtaining a successful judgement in favor of the company.
- Assisted a large multinational company in the automotive industry in a complex tax and transfer pricing audit.
- Assisted multinational drilling companies in tax controversy matters, as well as tax litigation processes.
- Assisted several companies in administrative processes before the Mexican Tax Authority (invitation letters, cancellation/suspension of digital certificates to issue invoices, black-listed taxpayers processes among others).
- Assisted several companies in the recovery of CIT/VAT.
- Participated in several trials before the Tax Court, Supreme Court of Justice, District Court, and the Tax Administration, considered the most complex and important trials in Mexico.
- Participated in legislative projects for state tax agencies.
