Biography

Daniel is an engineer-turned-lawyer with more than 14 years of experience in project management, having worked as a programme manager handling overhaul and maintenance projects for the Republic of Singapore Navy's submarines prior to practising law.

Apart from his legal qualifications, Daniel holds a Bachelor's degree in engineering from the National University of Singapore. He is accredited by the Singapore Academy of Law as an Accredited Specialist in Building and Construction Law, and is currently a Council Member of The Society of Construction Law (Singapore).

Practice Focus

Daniel provides legal support for his clients’ construction, engineering and technology projects through three core areas of practice:

  • First, Daniel leads the transactional services by the Construction team. Prior to the commencement of new projects, Daniel helps clients ensure that their potential legal, commercial and practical risks are protected against and/or managed – by designing, planning, drafting, negotiating and closing-out tenders in relation to the suite of contracts and related documentation for their projects;
  • Second, Daniel provides consultation and advisory support for ongoing projects. During the lifecycle of projects, Daniel helps clients manage the entire gamut of issues and claims that may arise – by formulating comprehensive dispute de-escalation strategies and/or establishing critical documentary records (including the drafting of correspondence and project documentation) in order to protect their positions in the event that litigious proceedings are unavoidable subsequently; and
  • Last but not least, Daniel represents clients in the resolution of their disputes with other stakeholders in contentious proceedings. He has appeared as Counsel before all levels of the Singapore courts, in international and domestic arbitrations administered by most major arbitral institutions (e.g., SIAC, ICC, ICADR etc.) and in statutory adjudications under the Building and Construction Industry Security of Payment Act 2004. Daniel helps clients maximise their chances of success by leveraging on both his legal and technical know-how and formulating cost-effective dispute resolution strategies (e.g., negotiation, mediation, expert determination, neutral evaluation etc.).

His portfolio of work demonstrates strength in breadth and depth of projects that he has handled – in terms of:

  • Claims and issues (e.g., claims for outstanding payment, additional costs, losses and expenses, omissions, variations, delay and/or disruption issues such as extensions of time and prolongation costs, suspension, acceleration, inspection and quality assurance, defects, insurance, indemnities, termination, SOP Act payment claim / payment response / adjudication procedures, final account closure, general business law queries etc.);
  • Complexities (e.g., specialized cutting edge engineering and technology projects, turnkey projects, bespoke projects with unique considerations such as works on gazetted national monuments, run of the mill renovation and fit out projects etc.);
  • Contract types (either bespoke or based on standard form construction contracts from market leading institutions such as SIA, REDAS, PSSCOC, FIDIC, JCT, NEC etc.);
  • Geographical locations (e.g., Australia, Bahrain, Cambodia, China, Dominican Republic, India, Indonesia, Korea, Malaysia, Maldives, Myanmar, Singapore, Taiwan, Vietnam etc.);
  • Procurement models (e.g., build only, design‑and‑build, EPC, EPCM, Management Contracting etc.); and
  • Project types (e.g., buildings, clean energy facilities, cryptocurrency development, data centres, manufacturing plants, mixed developments, offshore energy installations, oil and gas facilities, research and development facilities, software development and implementation, supply chain for technological equipment, transportation infrastructure etc.).

Daniel is ranked by The Legal 500 Asia Pacific for “Construction: Local Firms in Singapore” for three consecutive years (as a "Next Generation Partner" in 2025, and as a "Rising Star" in 2023 and 2024). Representative Legal Matters

International and Domestic Arbitration

  • Represented a Cambodian project company and key individuals in an arbitration administered by the Singapore International Arbitration Centre (SIAC) in respect of claims by and counter claims against its contractor arising out of the construction of a USD 127 million landmark development in Cambodia.
  • Represented a French international manufacturing company in an arbitration administered by The International Centre for Alternative Dispute Resolution (ICADR) in respect of claims against its employer arising out of the construction of a USD 175 million railway infrastructure project in India.
  • Represented an Indonesian project company in an arbitration administered by the International Chamber of Commerce (ICC) in respect of claims against its main contractor arising out of the construction of a USD 704 million geothermal power plant in Indonesia.
  • Representing an Italian international construction company in a SIAC arbitration in respect of claims against its employer arising out of the construction of a USD 56 million public utilities infrastructure project in Nepal.
  • Representing a Southeast Asian project company in an arbitration under the United Nations Commission on International Trade Law (UNCITRAL) Arbitration Rules administered by the SIAC in respect of claims against its employer arising out of the development, ownership and operation of the second phase of a USD 2.73 billion power project in Southeast Asia.

Litigation

  • Represented a German international manufacturing and electronics company in the Singapore Court of Appeal and the Singapore High Court in respect of claims by its sub contractor arising out of the construction of structural components for a major oil and gas facility in Russia.

Adjudication under the Singapore Building and Construction Industry Security of Payment Act

  • Represented a UK based international technology equipment manufacturer in respect of claims by its consultant arising out of the provision of consultancy services for the proposed construction of a USD 208 million facility in Singapore.

Transactions

  • Advised an Indonesia based digital infrastructure platform company on the drafting of its development management agreement in relation to the development of a USD 314 million data centre in Indonesia.
  • Advised a Korean multi national construction company on the drafting of its Engineering, Procurement and Construction (EPC) turnkey contract in relation to its consortium's bid for the construction of a USD 1.75 billion combined cycle gas fired electrical generation facility in the Dominican Republic.
  • Advised a Singapore private fund on the drafting of the suite of contractual documentation (including the building contracts based on the Fédération Internationale des Ingénieurs-Conseils (FIDIC) Silver Book, as well as the project development management agreement) in relation to the construction of a USD 310 million data centre in Taiwan.
