Biography

Rafael Roman T. Cruz is a member of the Dispute Resolution Practice Group of Quisumbing Torres. His practice focuses on arbitration, complex commercial disputes, and regulatory matters, with experience in highly regulated industries, including energy, infrastructure, aviation, healthcare, and technology.

He advises multinational and domestic clients on disputes, regulatory exposure, and risk management issues arising from commercial operations and interactions with government. Rafael has acted in arbitrations conducted under institutional and ad hoc rules, including SIAC, HKIAC, and UNCITRAL, and has worked on matters involving cross-border transactions and public-sector counterparties.

His experience includes work on regional disputes in Southeast Asia and advisory roles in public-sector and policy-related environments. He is admitted to the Philippine Bar and is an associate of the Chartered Institute of Arbitrators.
