Biography

Mehdi Achachera is a Senior Associate in Baker McKenzie's Public Law team in Paris. He joined the Firm in 2021.

Mehdi advises public and private sector clients on a wide range of public law matters, with particular experience in regulated sectors. His practice covers regulatory and public economic law, public procurement, transport law and administrative litigation. Prior to joining Baker McKenzie, he completed several internships in leading law firms, as well as within public and private institutions.

Practice Focus

Mehdi's practice focuses on public economic law and sector regulation, with particular experience in the transport and mobility sector. He advises public authorities, infrastructure managers, transport operators and private companies on strategic regulatory and contractual matters.

He regularly assists clients with the award and performance of public contracts, the implementation of major projects, regulatory compliance issues and proceedings before administrative courts.

Representative Legal Matters

  • Represented a leading French transport authority before the national transport regulator in high-profile disputes relating to Mobility-as-a-Service (MaaS) platforms and digital mobility services.
  • Represented a global technology company in public procurement litigation concerning the award of a major digital mobility and passenger information contract.
  • Advised a leading international technology company on the carve-out of a major business division, including the transfer and restructuring of a substantial portfolio of public contracts.
  • Advised a renewable energy company on the development of one of France's first nationally recognised strategic solar manufacturing projects, including environmental permitting, energy regulation, public law matters and grid-connection issues.
  • Advised a leading supplier of recycling and waste-management infrastructure on public procurement, contract performance and dispute resolution matters relating to major industrial projects.
  • Advised a leading technology and digital services provider on disputes arising from the award and performance of strategic public-sector IT and telecommunications contracts.
  • Advised a global technology company on regulatory and compliance matters relating to the implementation of the French parental control framework for digital services.
  • Advised a global restaurant group on regulatory requirements relating to reusable tableware and food service containers, including the implementation of compliance strategies across multiple jurisdictions.
  • Advised an international tourism group on the structuring and procurement of European Regional Development Fund (FEDER) subsidies for major tourism development projects.
  • Advised an international investor on the acquisition of landmark hotel assets in Paris, including public law, planning and regulatory aspects of the transaction.
