On 24 October 2025, the National Energy Commission (CNE) published in the Official Gazette of the Federation (DOF) the Agreement issuing the amendment to the public call for priority processing of electric power generation and interconnection permits to the National Electricity System, aligned with binding planning (“Agreement”). This call for applications (“Call for Applications”) was previously published in the DOF on 17 October 2025.

The objective of the Call for Applications is to coordinate the process of prioritizing generation projects proposed by private entities, beginning with the submission of an expression of interest to participate, through to the granting of the generation permit. This includes conducting interconnection studies with the National Energy Control Center (CENACE), formalizing the interconnection contract, and the Commercial Operations date for strategic and priority power plants identified in the binding planning of the electricity sector, up to the year 2030.

The Agreement exclusively modifies section 6, regarding the Calendar which determines the granting of electric power generation permits derived from the Call for Applications.

Applicability

The Agreement applies to individuals and legal entities interested in obtaining a permit for electric power generation, provided they submit their application through the CNE's Strategic Projects Office, in accordance with the terms established in the Call for Applications.

The amendment does not alter the technical criteria or eligibility requirements but rather adjusts the procedural deadlines to facilitate the participation of interested parties.

Validity of the new Agreement

The Agreement entered into force on 23 October 2025.

What happens to the permits granted under the previous regulation?

The sole purpose of the adjustment in schedule is to extend the deadlines to allow for greater participation, without altering the technical criteria or legal requirements currently in force.
