On 1 July 2026, Decree No. 566/2026 of the National Executive Branch was published in the Official Gazette, providing for the reduction and, in many cases, the full elimination of Export Duties (ED) applicable to a broad range of tariff classifications under the MERCOSUR Common Nomenclature (NCM).
In focus
The decree sets forth three tariff-relief schemes. Annex I immediately sets the ED at 0% for tariff classifications covering inorganic and organic chemicals (Chapters 28 and 29), fertilizers (Chapter 31), plastics (Chapter 39), rubber (Chapter 40), iron and steel products (Chapters 72 and 73), non-ferrous metals (Chapters 74 to 81) and the automotive sector (Chapter 87: tractors, buses, passenger cars, pick-ups, trucks, special-purpose vehicles, chassis and certain parts).
Annex II establishes a phased schedule for a second group of tariff classifications covering chemicals, plastics, rubber and motor vehicles not included in Annex I, whose rates start at 4.50 % and 3.00% and are gradually reduced on a monthly basis until reaching 0% on 1 June 2027.
Annex III provides for a special regime for hydrocarbons, covering tariff classifications 2707.30.00 (xylenes), 2707.99.90 (other oils and products of the distillation of high-temperature coal tar and analogous products), 2710.12.10 (naphthas), 2710.12.30 (solvents), 2710.12.90 (other light oils and preparations) and 2710.19.19 (other medium oils and preparations). The decree preserves the calculation mechanism established under Decree 488/20 (which is tied to the international Brent price), but replaces both the fixed rate provided in the fifth paragraph of Section 7 and the 8% parameter of the variable formula set forth in the sixth paragraph with the schedule of Annex III, which starts at 7.3333% and decreases monthly until reaching 0% on 1 June 2027. Crude oil (tariff classification 2709) is not covered by the measure.
As regards its effective date, Section 1 (Annex I) will become effective on 2 July 2026, while Sections 2 and 3 (Annexes II and III) will become effective on 1 July 2026, in accordance with the schedule set forth therein.
