Biography

Dr. Andreas Neumann is admitted as an attorney-at-law in the jurisdictions of Austria, Germany and New York. He is a senior associate of Baker McKenzie’s Public Law Practice Group in Frankfurt. Prior to joining the Firm in October 2015, he gained four years of professional experience as an associate in one of Austria's leading business law firms. In this function, Andreas counseled major international enterprises in the pharmaceutical and telecommunication industries in trade law and regulatory matters. Andreas also spent nine months as a judicial clerk at various sections of the Salzburg District and Regional Court.

Practice Focus

Andreas advises national and international businesses and institutions on a broad range of public law issues, both in national and international matters. His practice focuses on public commercial law, including trade law, occupational health and safety law, telecommunications law as well as environmental law. In this regard, Andreas' practice focuses, in particular, on all aspects of chemicals and hazardous substances law, e.g. REACH Regulation, CLP Regulation, RoHS Directive as well as legislation on biocidal products, drug precursors, fertilizing products, persistent organic pollutants, etc. Furthermore, Andreas advises on all aspects of product safety and product compliance, e.g. requirements for product labelling, packaging and / or (single-use) plastics, extended producer responsibility, waste legislation (WEEE, etc.), electromagnetic compatibility, ecodesign, energy efficiency, etc. Andreas also regularly negotiates with market surveillance authorities on such matters.

Representative Legal Matters

Coordinated and organized a number of multi-jurisdictional surveys on compliance issues and/or regulatory matters, in particular:

  • Andreas was part of an international team of Baker McKenzie lawyers that advised Sika AG on the acquisition of MBCC Group (Master Builders Construction Chemicals), the former BASF Construction Chemicals division, from Lone Star Funds, a global private equity firm, for a consideration of EUR 5.3 billion. In this regard, Andreas advised on the permit-related steps of the transaction, in particular on all chemical-related regulatory requirements.
  • Examination of the environmental situation at a company's operating sites in 33 jurisdictions for a manufacturer of specialty chemicals. The focus of advice included issues on groundwater and soil contamination as well as asbestos contamination, risk evaluations and advice on the subsequent environmental approach at individual sites pursuant to local environmental law requirements.
  • Survey on public law issues for call centers operated by an international airline in 15 jurisdictions.
  • Survey on regulatory issues in 25 jurisdictions for a worldwide operating telecommunications company.
  • Regulatory assessment and implementation of connected car services in 41 jurisdictions for a worldwide operating automobile manufacturer.
  • Survey on telecommunications law aspects of a car sharing offer in 10 jurisdictions for a worldwide operating automobile manufacturer.
