Eduardo is a notary public in and for the State of Chihuahua, Mexico and has been a partner of Baker McKenzie since 1991. He was a founding and managing partner of a known local law firm. In 1975, he was appointed state district attorney of the State of Chihuahua and in 1977 he was appointed assistant judge in the Second Civil State Court in Juarez, Mexico. From 1996 to 1998, he acted as in-house lawyer for Banca Serfin S.A. In the public field, he acted as lieutenant governor of Chihuahua (an appointed position) from 1992 to 1997 and was undersecretary of citizen attention and rules and regulations in the Ministry of Controllership and Administrative Development of the Mexican Federal Government. Eduardo was later appointed secretary of public office from 2003 to 2006.

Eduardo focuses his practice on banking and finance, real estate, corporate law, mergers and acquisitions, commercial law and foreign investment.

Representative Legal Matters

  • Represented PEMEX Gas and Basic Petrochemicals in Texas Gas v. Toluca under the arbitration rules of the International Chamber of Commerce. The matter was resolved with a successful negotiation for PEMEX.

  • Developed analysis, valuation and opinion of the partial award rendered in arbitration to resolve the conflict on the implementation of a public works contract between PEMEX Refining and Conproca, SA de CV, for the reconfiguration and modernization of a refinery in Nuevo Leon.

  • Represented CFE in arbitration against International Infrastructure Construction SA de CV (CIISA). The matter was resolved substantially in favor of CFE.
