Biography

Dr. Kathrin Hornbanger, a counsel, is head of the Public Law Practice Group in Vienna. Before joining Baker McKenzie in April 2020, Kathrin has been renowned for her focus on public procurement, EU law, constitutional and administrative law for the past twenty years. Before establishing her own law firm in 2005, Kathrin became head of legal department at the Austrian Federal  Procurement Agency, where she was supervising the tendering procedures, handling review cases before the Austrian Review Bodies, implementing an e-procurement system for the Austrian federal state and developed general standard procurement requirements, structures and procedures for the Austrian ministries. In the last ten years Kathrin was ranked among the top ten Austrian lawyers in Public Procurement Law and engaged as speaker at various conferences.

Practice Focus

Kathrin advises clients on public procurement matters as well as in administrative and constitutional law with respect to, but not limited to particular industries such as health care, transportation, IT, utilities, facility management and construction and planning services as well as consulting services.

Prior to joining Baker McKenzie, Kathrin was:

  • Advising a public company regarding the construction of a cancer treatment and research facility
  • Representing an Austrian railway carrier in review procedures against the Ministry of Transport 
  • Advising the Austrian Pension Institute regarding their first public tender procedures
  • Advising a major Austrian laundry service provider when participating in public tenders in Austria, Italy and Germany
  • Advising the Austrian Federal Procurement Agency with respect to different procurement procedures
  • Advising an IT company in participating in a tender procedure regarding an electronic file management system for the fiscal administration
