Biography

Dr. Johannes Döveling is a senior associate at Baker McKenzie’s Frankfurt office and a member of the Information Technology Practice Group with a focus on telecommunications law and artificial intelligence. He is also a visiting lecturer for telecommunications law at the Karlsruhe Institute of Technology (KIT).

Johannes studied law at the University of Bayreuth and the University of Cape Town. He clerked in Nuremberg, Dusseldorf and Nairobi.

Prior to joining Baker McKenzie, Johannes gained international legal experience as a leader of an academic research project focusing on regional economic integration in Africa.

 

Practice Focus

Johannes advises German and international companies in all regulatory aspects with a focus on the telecommunications industry as well as in data protection matters.

Representative Legal Matters

  • Advising various international telecommunications companies on their market entry in up to 13 European countries including regulatory advice.

  • Advising a financial services institution on the impact of the (draft) EU Artificial Intelligence Act on the use of self-developed software.

  • Advising various telecommunications providers on a wide range of regulatory matters, including public security and numbering resources.

  • Comprehensively advising a telecommunications company on net neutrality matters, in particular on the admissibility of traffic management measures and special services, including related litigation.

  • Advising telecommunication operators on frequency-related matters.

  • Advising financial sector institutions on electronic signatures and their evidential value.

  • Advising a telecommunications company in Germany on the regulation of fees in the telecommunications sector, including related litigation.
