Alexander Bychkov is the co-head of the Firm’s CIS Tax Practice Group and the head of the CIS International Trade and Customs group, which includes professionals working in the Moscow, St. Petersburg, Kyiv and Almaty offices. In addition, he is a member of the Firm’s Pharmaceuticals & Healthcare group. Since 2006 Mr. Bychkov has been consistently recognized as one of the leading professionals in the tax field within Russia and across the CIS. His practice is recognized by Chambers and International Tax Review.
Mr. Bychkov focuses his practice on advising local and multinational clients on tax, customs, currency, and general commercial matters, with a particular emphasis on Russian direct and indirect tax advice, distribution structuring, customs regulatory matters, product valuation and classification, international trade compliance, import and export control requirements and sanctions, WTO and anti-dumping issues, and tax/customs dispute resolution (including representation of clients in related criminal investigations).
Representative Legal Matters
Advised an Italian-based pharmaceutical manufacturer in connection with devising a tax structure for its business in Russia, including general analysis, advice on the structure, a close follow-up review and finalization.
Advised a multinational pharmaceuticals producer on the development of a transfer pricing policy for its Russian subsidiary and preparation of Russian transfer pricing documentation.
Advised multinational clients and major Russian industrial groups on international sanctions and export control measures applied against Russia, and Russian counter-sanctions, assisting clients in working out and implementing sanctions compliance policy, performance of sanctions due diligence of ongoing and prospective deals.
Represented a global mineral exploration company in a dispute with the customs authorities of the Vladivostok region challenging the declared customs value of imported goods.
Assisted a multinational e-commerce corporation in designing a multijurisdictional business model for cross-border e-shopping operations targeting Russian clients.
Assisted an internet retailer of clothing and accessories in designing a business model for cross-border operations targeting Russian clients.
Advised a multinational networking and telecommunications equipment and services company on IT, licensing, certification and data protection issues.
Represented a client in a major Russia-wide investigation (involving over 40 regional investigations) by various Russian governmental bodies, including the Presidential Administration, Prosecutor General’s office, Ministry of Interior, and Federal Customs Service, on the import and supply of medical equipment and other medical devices for governmental needs, involving customs, tax, currency and compliance aspects.
Advised and provided active legal support to a leading multinational alcohol manufacturer on importation and distribution of their products in Russia, and represented the client in negotiations and construction of a strategic partnership with a big Russian trading group.
Advised a leading multinational IT group on product certification, notification and licensing in Russia, and represented the client in going through the relevant administrative procedures and in communications with the Russian authorities.
