Basel Barakat has in-depth knowledge of the Kingdom of Saudi Arabia, where he has lived for over 20 years. He focuses on banking and finance matters, including project finance, Islamic finance and syndicated lending, and has extensive experience in corporate and commercial transactions.

Mr. Barakat has been recognized for many years as a leading lawyer by international legal publications, including IFLR1000, Chambers Global and The Legal 500: Europe, Middle East and Africa.

Mr. Barakat has advised on numerous high-profile project financing transactions in the Saudi Arabian water and power sector. He has also advised on major Saudi Arabian infrastructure projects, as well as Islamic finance and syndicated lending transactions. He has represented project sponsors, lenders and contractors, among others, in these transactions.

  • Acted for the sponsors in connection with the USD2.5 billion project financing arrangement relating to the Shuaibah III IWPP, Saudi Arabia's first independent water and power project.
  • Acted for the sponsors in connection with the USD2.5 billion project financing arrangement relating to the Rabigh IPP, Saudi Electricity Company's first independent power project.
  • Acted for the sponsors in connection with the USD205 million Shari'ah-compliant project financing arrangement for the Hajj Terminal Complex public private partnership at King Abdulaziz International Airport in Jeddah, Saudi Arabia, Saudi Arabia's first airport PPP.
  • Acted for the sponsors in connection with the USD1.2 billion Shari'ah-compliant project financing arrangement for the Prince Mohammed Bin Abdulaziz International Airport public private partnership in Medina, Saudi Arabia. This was Saudi Arabia's second airport PPP.
  • Acted for a major Saudi Arabian contractor in connection with the SAR2.975 billion Shari'ah-compliant financing arrangement relating to its expansion works for the Mosque of the Prophet Mohammed in Medinah, Saudi Arabia.
  • Acted for a major Saudi Arabian contractor in connection with the SAR5.5 billion Shari'ah-compliant financing arrangement relating to the construction works for King Abdullah Financial District in Riyadh, Saudi Arabia.
