Baker McKenzie advised the World Bank and provided legal assistance to the Ministry of Energy and Environmental Protection of Ukraine ("Ministry") in its task to develop the primary and secondary legislation relevant to the monitoring and reporting of greenhouse gases (GHG) emissions data, procedures for accreditation of verifiers and verification of GHG emissions reports.

The legal assistance included, among other things, analysis of the existing national and EU legislation on monitoring, reporting and verification of GHG emissions; elaboration on recommendations and proposals; review and analysis of the outcomes of public hearings; and support to the Ministry during the reconciliation procedures with regard to the draft law.

The Baker McKenzie team was led by Serhiy Piontkovsky, Managing Partner of the Kyiv office, with key input from Nadiia Filozop, Associate.

Following the review of the Draft Law on the Framework of Monitoring, Reporting and Verification of GHG Emissions by the competent executive authorities, approval thereof by the Cabinet of Ministers of Ukraine and consideration by the Verkhovna Rada of Ukraine, the Law was adopted and signed by the President of Ukraine on 26 December 2019.
