In order to help prevent the spread of the coronavirus infection, from 20 February 2020 the entry of citizens of the People’s Republic of China into the Russian Federation has been temporarily prohibited1.

Temporary restrictions

The ban applies to the entry of Chinese citizens into Russia on the basis of work, private, study and tourist visas.

The denial of entry into Russia on the basis of a work visa also applies to Chinese citizens if they return to Russia after 20 February 2020.

The ban should not apply to the entry of Chinese citizens into Russia on the basis of business visas, temporary residence visas or permanent residence permits.

Russian consular offices have stopped issuing work, private, study and tourist visas for Chinese citizens.

The migration authorities have stopped accepting applications for work permits and work visa invitations, as well as private and study visa invitations, for Chinese citizens who are outside Russia.

The migration authorities will not issue work permits and visa invitations for Chinese citizens granted earlier.

The restrictions should not apply to business visas and business visa invitations for Chinese citizens.

The migration authorities should renew the migration documents of Chinese citizens who are on the territory of Russia. However, they have the right to request a Chinese citizen to undergo medical examinations and/ or request additional documents from him/her2.

Actions to consider

These restrictions are temporary. However, companies employing Chinese citizens or inviting Chinese citizens for study purposes should keep in mind these restrictions.
