On 25 February 2019, the Personal Data Protection Commission (PDPC), in collaboration with the Competition and Consumer Commission of Singapore (CCCS), published a discussion paper that the PDPC had commissioned on data portability (Discussion Paper). A data portability requirement would enable individuals to request a copy of their data held by an organization, and to request that the organization transmit the data to another organization.

This paper provides a framework for stakeholders to understand and further discuss the impact on business innovation, market competition and consumers in implementing a data portability requirement, and to generate useful feedback for future consultations to determine an optimal approach to implementing a data portability requirement that will reap maximum benefits from data portability while keeping costs manageable
