On May 17th, 2018, the National Water Commission (CONAGUA for its acronym in Spanish) held within its facilities the second Q&A meeting regarding public tender number APP-016B00009-E35-2018 for the award of a public private partnership contract for the provision of services consisting in capture, transmission, processing and data delivery for the revamping of the National Weather Service (the Public Tender), whose scope includes, among others, the following elements:

  1. The design, installation and commissioning of enabling components that provide technical support for the revamping of the National Weather System;
  2. The use of hardware and software elements, for the installation and commissioning of the necessary infrastructure for the data enablement of the Data Collection Positions (PODs, for its acronym in Spanish) that generate services and functionalities, like real-time visualization, the management and establishment of automatic alarms, among others;
  3. Provision of operative services related to the enabling components (Help Desk, Additions, Withdrawals and Changes, etc.); and
  4. Necessary personnel for the operation of infrastructure and services.

According to the minute of the second Q&A meeting, CONAGUA made further clarifications to the Public Tender rules, as well as to the contract model to be awarded in the Public Tender, whose term will be 20 years with the possibility to be extended and through which it is set forth that the entity that will pay the developer for the services to be provided under the contract will be CONAGUA, which will make monthly payments through the project's trust fund. Pursuant to such contract model, the necessary amounts for CONAGUA to comply with its payment obligations are provided in the multi-annual authorization for the execution of the budget resources, granted by the Investments Unit of the Undersecretary of Expenses of the Ministry of Finance on August 14th, 2017 with portfolio registry number 1616B000012.

Additionally, CONAGUA specified that a third Q&A meeting will be held next June 5th, 2018, and that those interested in assisting shall request access to CONAGUA's facilities 24 hours in advance. Regarding the clarification requests, the same will be received until May 28th, 2018.

Finally, the above referred convening entity revealed that the date and time for the submission and opening of proposals, as well as the date for other events of the Public Tender will be communicated at the end of the last Q&A meeting.
