Migration Registration of Foreign Citizens during the FIFA World Cup

Tightened security measures will be in force during the upcoming FIFA World Cup, obliging foreign citizens to register with migration authorities within three days of arrival in Russia.

These measures1 apply to foreigners arriving in Moscow, St. Petersburg, Ekaterinburg, Kazan, Kaliningrad, Nizhny Novgorod, Rostov-On-Don, Samara, Saransk, Sochi and Volgograd.. Foreigners who travel within Russia to any of these cities will have to re-register in each city they visit.

Appropriate actions

If a foreign citizen arrives in any of the above-mentioned cities during the period from 25 May 2018 to 25 July 2018, he/she will have to undergo migration registration within three days. Foreign citizens residing in a hotel will be registered by the hotel within one day.

The requirements for migration registration apply to all foreign nationals, including highly qualified foreign specialists and members of their families, visitors arriving in the Russian Federation for business, tourist or humanitarian purposes, World Cup spectators, citizens of member countries of the Treaty on the Eurasian Economic Union (EEU) and citizens of the Commonwealth of Independent States (CIS). Foreign citizens who are temporary or permanent residents must register at their place of temporary or permanent residence in the Russian Federation if they have not previously undergone such registration.

Migration registration documents must be filed by the host party of the foreign citizen or by the foreign citizen personally. The host party for foreign citizens arriving to work in the Russian Federation may be the employer or the landlord of the apartment where he/she resides. For foreign citizens residing in the hotel, the hotel will be the host party.

In the period 25 May – 25 July migration registration documents should be filed with the relevant local offices of the General Migration Directorate of the Ministry of Internal Affairs (Migration Authorities) or with a multipurpose municipal center (MFC). Post offices will not accept documents for migration registration during this period. The Migration Authorities will accept documents for migration registration of foreign citizens every day within the period 25 May–25 July.

Consequences for employers

We recommend that our clients take note of the special rules for migration registration of foreign citizens during the FIFA World Cup and prearrange the migration registration of foreign employees and visitors arriving for business purposes.

Failure to comply with migration registration rules may entail administrative fines of up to 500,000 RUB for the host party and up to 5,000 RUB for the foreign citizen (7,000 RUB in Moscow or St. Petersburg; in extreme cases even deportation is possible). If administrative liability is imposed on a foreign national, this person may have difficulties obtaining Russian migration documents such as work visas. The only people exempt from the above requirements are foreign citizens and stateless persons who are participants in the World Cup or representatives of FIFA, its affiliated companies, or confederations and national football associations included on FIFA lists.
