The Hiring Incentives to Restore Employment Act of 2010 (HIRE Act) was signed into law by President Obama on Thursday, 18 March 2010. As its title suggests, the HIRE Act is primarily aimed at helping businesses hire and retain new employees by providing them with tax incentives; however, to offset the projected revenue loss from these incentives, the provisions of the Foreign Account Tax Compliance Act (FATCA) are included in the HIRE Act. Consequently, the HIRE Act will have a substantial impact on virtually all non-US financial service organizations (including banks, insurance companies and investment funds), as well as other business entities that have a financial services arm connected with them.
