Cost saving and the rationalization of the operation of healthcare authorities and agencies are the primary aims of the current restructuring in the healthcare sector. The public tasks and powers of the National Institute of Quality and Organizational Development in Healthcare and Medicines were transferred to currently existing or newly established authorities or agencies. The government established the following new authorities: the National Institute of Pharmacy and Nutrition, the Healthcare Registration and Training Center and the National Healthcare Supply Center.

On 24 January 2015 the Ministry of Labor and Social Protection of the Russian Federation made a formal proposal to companies operating in the chemical, petrochemical, biotechnological and chemical-pharmaceutical sector to join the agreement on prolongation of the industrial tariff agreement on the Chemical, Petrochemical, Biotechnological and Chemical-pharmaceutical Industry of Russia for 2012 to 2014 or to opt out by submitting a reasonable written refusal.

On 5 February 2015, Russian Government adopted Governmental Decree No. 102 “On Restricting the Access of Certain Types of Medical Devices Originating from Foreign Countries for the purposes of Procurement for State and Municipal Needs.” The Decree will come into force on 14 February 2015.

Turkish authorities recently banned the export of pharmaceutical products imported into Turkey and placed on the Turkish market. The Turkish Medicines and Medical Devices Authority announced the ban in Circular No. 2014/11 on 20 November 2014.

On 11 November 2014, the Council of State suspended Article 1.6 of the Communiqué on Healthcare Practices, which requires healthcare service providers to confirm the identity of applicants for health services with biometric data. Following the decision, registration of applicants' biometric data in the Social Security Institution's database is no longer possible, at least until a final court decision.
