The Affordable Care Act - International Implications is a white paper prepared at the request of Olympus Managed Health Care that addresses potential issues, which may arise under the Patient Protection and Affordable Care Act (PPACA) in connection with inpatriate and expatriate employees. While the paper was commissioned primarily to address certain concerns about the potential impact of PPACA on the non-US international insurance market, many of the issues that are of concern to that industry may be of concern to employers generally.

There have already been a number of significant changes to the tax and legal requirements for granting equity awards to employees outside the US that are in effect for 2013. The French tax rules for tax qualified awards have been completely reworked. There are new tax reporting requirements in Japan and changes to the tax rules in Malaysia. Securities law requirements have been impacted in Australia for RSUs and in New Zealand. And as always, China State Administration of Foreign Exchange continues to pose new challenges for companies wanting to put equity in the hands of the PRC employees. Companies need to plan now for these changes.
