Houston, USA, April 11, 2012 – Highly regarded former federal prosecutors Lawrence D. Finder and Ryan D. McConnell have joined Baker & McKenzie as partners in Houston, adding significant experience in FCPA issues, internal investigations, and white-collar criminal matters to the Firm’s Texas offices and its renowned Global Corporate Compliance Practice.
Mr. Finder, a former US Attorney for the Southern District of Texas, has been repeatedly recognized as one of the top FCPA and compliance lawyers in the country. In 2011, the leading compliance trade publication Ethisphere
recognized him as one of sixteen “Top Guns” among their list of Attorneys Who Matter, and the Main Justice
news website named him one the “Best FCPA Lawyers Outside the Beltway.” He has extensive experience in government investigations, corporate compliance counseling, federal grand jury matters, trial practice, internal investigations and business crimes. Recently, Mr. Finder was honored by the Federal Bar Association in recognition of his appointment by the Fifth Circuit to investigate and prosecute a US Justice Department complaint filed against a federal judge, who was subsequently impeached by the US House of Representatives. Mr. McConnell is a prominent former Assistant US Attorney who focuses his practice on white collar defense, DOJ and SEC investigations, and assisting companies with compliance issues including design, training, investigation, and assessment. In 2011, the Ethisphere
named Mr. McConnell as one of only three Attorneys Who Matter in Trade Export Compliance. Mr. McConnell teaches criminal procedure and national security law at the University of Houston Law Center. In 2011, he was named faculty member of the year. In addition to teaching, McConnell is a frequent author and speaker on investigation and compliance issues. “As companies grow across borders, compliance problems are rarely confined to one jurisdiction,” said Paul J. McNulty, Chair of the Firm’s Global Corporate Compliance Practice. “Larry and Ryan are exceptional additions to the practice, and they will be a great asset to our clients as they manage risk in Texas, nationally and in new markets.”
The duo has been repeatedly cited for their groundbreaking empirical research on issues such as corporate compliance policies and corporate charging, which has been widely covered by high profile mainstream and business publications. In 2011, Mr. McConnell led an effort with the Ethisphere Institute to launch its “Code of Conduct Dataset
,” a searchable database of the codes of conduct and policies from the 500 largest corporations by revenue. Messrs. Finder and McConnell’s deferred and non-prosecution research has also been cited by Congress in examining the need for legislation in the area of deferred and non-prosecution agreements, as well as corporate monitors.
“We are thrilled that Larry and Ryan have joined Baker & McKenzie,” said Lisa H. Meyerhoff, Managing Partner of the Firm’s Houston Office. “Global companies operating in Houston, particularly in the energy sector, will value Larry and Ryan’s investigation and compliance experience and their new ability to marshal our firm’s unmatched global resources.”
“Baker & McKenzie’s global platform is second to none, and I’m very excited to join its compliance team,” said Mr. Finder. “Clients see compliance matters as a global issue, and I’m excited to extend the reach of services I can offer companies in Houston and beyond.”
“The ability to fluently advise clients on compliance issues across multiple jurisdictions is something Baker & McKenzie is known for and it dovetails well with the global nature of my practice,” said Mr. McConnell. “I’m very pleased to have joined the Firm.”
Messrs. Finder and McConnell join Baker & McKenzie from Haynes and Boone, LLP in Houston.
About Baker & McKenzie’s Global Corporate Compliance Practice
Our Global Corporate Compliance Practice is filled with high-ranking former prosecutors who have earned the trust of local enforcement authorities — trust that can make all the difference in limiting the scope of investigations and minimizing damages. Our experience extends beyond local laws and business practices to working together from all corners of the globe to provide clear direction and real-time answers for clients. We not only act as an advocate during investigations, but serve as a guide in establishing corporate compliance programs that address the greatest compliance risks and mitigate problems before the government shows up. We start by providing a big picture view of compliance obligations, from data privacy and supplier agreements to internal controls and labor relations. Using our inside knowledge of which compliance violations the government tends to enforce, we help prioritize areas of vulnerability and drill down on those issues first — using resources most effectively to minimize risk.
