Biography

Luke Devine is the Asia Pacific Head of Baker McKenzie's Energy, Mining & Infrastructure Group, and is a foreign legal consultant in the Firm's Finance & Projects Practice Group in Jakarta. He has many years of experience acting for developers, lenders, governments and contractors involved in energy and infrastructure development and financing across a wide range of energy, natural resources and infrastructure sectors, such as power, oil and gas, mining, water and transportation. He also has significant experience in relation to climate change projects.

Representative Legal Matters

Power and Renewables

  • Representing a consortium of Medco Power, Ormat, Kyushu Electric and ITOCHU in relation to the development of a 330MW geothermal power project in North Sumatra, Indonesia.

  •  Representing UPC Renewables in relation to the 50MW Samas and 70MW Sidrap wind farm projects in Indonesian, which represented Indonesia's first wind Independent Power Producer (IPP) projects.

Mining

  • Representing Reliance ADAG in relation to its acquisition of and investment in two greenfield coal mines in South Sumatra, Indonesia, and associated rail and port infrastructure developments.

  • Advising Sakari Resources Ltd in relation to its acquisition of the Jembayan coal mine in East Kalimantan, and the Northern Leases coal mines on Sebuku Island in Indonesia.

Oil, Gas and Petrochemicals

  •  Acting for JOB Pertamina - Medco E&P Tomori Sulawesi in relation to the bids from EPC companies for the engineering, procurement and construction of a gas processing plant for its Donggi Senoro block.

  • Acting for a major UK oil company in relation to farm-out of working interest in Service Contract, offshore Vietnam.

Waste and water

  • Representing a consortium of Medco Power, Ormat, Kyushu Electric and ITOCHU in relation to the development of a 330MW geothermal power project in North Sumatra, Indonesia.

  • Representing PT PAM Lyonnaise Jaya (a subsidiary of Suez Environnement) in relation to the development and operation of the West Jakarta Water Concession.

  • Acting for sponsors in the development of a 110MW Bonto Batu hydro IPP (PPA, EPC, O&M and regulatory).Acting for an international developer in relation to its bid for the Bandar Lampung PPP water project in Sumatra

Transportation

  • Acting for mezzanine lenders in respect of financing to an Indonesian toll road concession company.
