The Legislative Package provides a mechanism to put a price on greenhouse gas (GHG) emissions (Scheme) in order to help Australia meet its unconditional pollution reduction target of 5% below 2000 levels by 2020. If the Legislative Package is passed, the Scheme will commence on 1 July 2012 with an initial three year fixed price period that will transition to a flexible price cap and trade emissions trading scheme on 1 July 2015.

On 15 September 2011 the Government of the Russian Federation again changed the procedure for approval and implementation of projects for reduction of greenhouse gases carried out in accordance with Article 6 of the Kyoto Protocol of the UN Framework Convention on Climate Change by Russian Government Resolution No. 780 of 15 September 2011 "On measures to implement article 6 of the Kyoto Protocol to the UN Framework Convention on Climate Change", which adopted the Regulations "On implementation of Article 6 of the Kyoto Protocol to the UN Framework Convention on Climate Change".
