The FSA has published a report, Anti-Bribery and Corruption Systems and Controls in Investment Banks (Report) criticizing the investment banking sector's management of bribery risks and providing examples of good and poor practice. Alongside the Report, the FSA has also published Consultation Paper GC 12/5 (Consultation Paper) proposing amendments to its Financial Crime Guide to take into account the Report's findings and to expand on the guidance in the earlier version of the Guide (itself only released in December last year).

On 7 December 2011 the Russian president signed into law Federal Law "On the Central Depositary" and Federal Law "On Introduction of Amendments into Russian Legislative Acts in Connection with the Adoption of the Federal Law on the Central Depositary," the main parts of which are scheduled to enter into force on 1 January 2012 and 1 July 2012, respectively. The Law is to allow for the long-planned establishment of a central depositary in Russia, and also extends the abilities for cooperation among Russian and foreign depositaries.
