The fiscal crisis currently facing US state and local governments has increased attention and focus on state and local tax costs, exposures and controversies. Baker & McKenzie is one of the few law firms in the United States that offers a full range of state and local tax (SALT) services on a truly national level. Our SALT lawyers are strategically located throughout the US and take a coordinated approach to representing national and multinational clients in connection with complex state and local tax issues. In addition, we work closely with our Federal tax and other practice groups to advise clients on all SALT aspects of transactional and controversy matters.

Amendments to Russia’s double tax treaties Russia recently signed protocols with Switzerland and Luxembourg introducing important changes to its tax treaties with each country. We summarize changes to withholding tax rates, taxation of shares of real property investment holding, exchange of information and anti-conduit provisions, as well as implications for taxpayers.		North America Tax News & Developments, October 2011 In this issue, we discuss the possible reforms of cross-border taxation, the recent IRS rulings and advice on Section 382 net operating loss carryforwards, the effects of the Panama-Mexico treaty, recent tax legislative developments in British Columbia and Quebec, and state tax developments in Texas, North Carolina and Washington, DC.		No extended reduction in case of tax pool In its decision dated 15 May 2011, the Federal Tax Court took issue whether a real estate holding entity shall benefit from the “extended base reduction” for Trade Tax purposes. It came to the conclusion that the benefit shall not be granted to the extent the rental income is derived from letting to tax pool members.
