Holly Files works primarily on customs compliance matters, with emphasis on international trade agreements and customs valuation matters. She co-authored "The Intersection of Transfer Pricing and Customs Valuation: Challenges (and Opportunities) for Multinational Enterprises," which appeared in International Trade Law & Regulation. Prior to joining the Firm, Ms. Files served as an attorney-advisor in the Office of International Trade at US Customs and Border Protection. She was also a Presidential Management Fellow with the US Department of Commerce’s International Trade Administration.
Practice Focus
Ms. Files advises clients on all aspects of US customs law, including classification, valuation, country-of-origin marking, import restraints, free trade agreements and duty-preference programs. She works on the development, implementation and maintenance of effective internal compliance programs. She also represents clients in customs compliance audits, enforcement actions, as well as trade-related legislative matters. Ms. Files represents clients before various US government agencies, including the US Customs and Border Protection, the Office of the United States Trade Representative and the Food and Drug Administration.
