Elizabeth Nightingale joined the Firm’s Washington, DC office after spending nearly a decade abroad. She served as special counsel at Baker & McKenzie’s Hanoi office, where she helped build the Vietnam Telecommunications, Media & Technology Practice Group. She is an FCC veteran and leading international telecommunications lawyer, and has extensive government and private sector experience. Ms. Nightingale is recognized as a leading lawyer in her field by Chambers Asia.
Practice Focus
Ms. Nightingale provides regulatory, trade, data privacy, and outsourcing advice to clients in the telecommunications, information technology, satellite, health, banking and online services sectors, among others. She helps clients navigate legal systems in emerging markets with respect to WTO and other international commitments on foreign ownership, classification of telecommunications support, procurement rules, and import and distribution of telecommunications equipment.

- Advising VoIP provider on liability for IPTV content distributed to its customers.
- Advising multinational telecommunications company on foreign ownership, outsourcing and legality of provisions in cross-border agreements.
- Advising satellite communications client on market access issues.
- Providing contract review and related advice for a foreign bank with respect to telecommunications services provided to the bank’s offices in Vietnam.
- Advising a global IT company on market access issues.
- Advising and assisting the Vietnam Ministry of Information and Communications and the Vietnam National Assembly, through the USAID-funded Support for Trade Acceleration (STAR) Project, on drafting Vietnam’s first-ever Telecommunications Law.
